Report from Raleigh
Currently North Carolina and New York are the only states which require the counties to pay a portion of Medicaid benefits. The New York Legislature has passed a bill to cap Medicaid costs for that state's counties for the upcoming fiscal year and completely phase out county funding of benefits by 2008. Similar legislation has been introduced in the North Carolina General Assembly. If this legislation is not adopted, North Carolina will have the dubious distinction of being the only state requiring county participation in Medicaid benefits after the New York phase out in 2008.
